As for the song: Both titles are from the same artist, they are also exactly the same length. But if I understand you correctly, you mean that your sample was "inspired“ by an older song (by another artist)? I said "inspired" because it's not "officially" a cover.
On the other hand, one cannot easily contradict such an assumption, especially with artists, because an artist is always inspired also by other artists. Quoting Picasso: "An artist is like a reservoir of sensations."
I like the attitude of arguing soberly. (It shouldn't be like grocery shopping or Twitter where you order with two words and then you may or may not be served.) -
But you won't always walk around with your mouth full, will you?

There you will find in 2nd place a promo cd without catalog number, and if you open it you will find the entry 1999 (released): https://www.discogs.com/de/release/17393731-Rob-Dougan-Furious-Angels - and now here is track 9 "One & The Same (Instrumental-New Mix)", the song from your sample.
And if you open the CD at the third entry of the versions, you will find the entry 2001 (published). (Track 14 "One And The Same (Coda) ).
