It has been confirmed that the song comes from https://dschingnes.ytmnd.com! The author is "tumult", and the song name is "Moskau 1989". There is no higher quality/longer version, as the song was made as a ~20 second loop.

I found a ytmnd page that contains just the remix and it predates the barrel roll ytmnd by about a year so I think it may be the origin https://dschingnes.ytmnd.com

my guess is that it's a NES/Famitracker remix, and I found this ytmnd entry from February 18th, 2006 that says the same: https://muskaubarrelroll.ytmnd.com
