There's two threads DalekSam made for the hack that show the first public release as being on Aug 23, 2009:

There's videos of the hack on YouTube with comments asking the song name but no one knows.
There's no clean version of this song anywhere so I made one myself. First I followed this guide for VGM ripping using the nightly BlastEm build (Only read enough to rip the .vgm, I didn't bother trimming): https://vgmrips.net/wiki/Project2612_ripping_tutorial
I then created a .wav of the music using VGMPlay (modified VGMPlay.ini from 44.1khz to 48khz) which I downloaded here: https://vgmrips.net/forum/viewtopic.php?p=210#p210
