As for the song: Both titles are from the same artist, they are also exactly the same length. But if I understand you correctly, you mean that your sample was "inspired“ by an older song (by another artist)? I said "inspired" because it's not "officially" a cover.
On the other hand, one cannot easily contradict such an assumption, especially with artists, because an artist is always inspired also by other artists. Quoting Picasso: "An artist is like a reservoir of sensations."
I like the attitude of arguing soberly. (It shouldn't be like grocery shopping or Twitter where you order with two words and then you may or may not be served.) -
But you won't always walk around with your mouth full, will you?
P.S.: Since my mother tongue is German, I used hen instead of chicken, as we say here.

P.S. The hen? Nah, it was the chicken!

But there are various official and semi-official sites, always without guarantee of completeness and correctness, which are very helpful.
"More than words" by "Extreme" is (as far as they let us know) an original sung by them first (but not written by them). And there's no indication that the song from your sample is a cover of that. You can look it up here, for example: https://secondhandsongs.com/work/55/versions#nav-entity
"One and the Same (Coda)" by Rob Dougan (album: Furious Angels) is also officially an original. You can check it out here for example: https://www.allmusic.com/album/furious-angels-mw0000033191
It says Release Date: March 23, 1998 and somewhat funny Recording Date: February 6, 1996 - March 16, 2001.
At Discogs you can find this album with the entry 1999: https://www.discogs.com/de/artist/22969-Rob-Dougan. And when you click on it, you have to continue searching at the bottom of the versions (31 versions). There you will find in 2nd place a promo cd without catalog number, and if you open it you will find the entry 1999 (released): https://www.discogs.com/de/release/17393731-Rob-Dougan-Furious-Angels - and now here is track 9 "One & The Same (Instrumental-New Mix)", the song from your sample.
And if you open the CD at the third entry of the versions, you will find the entry 2001 (published). (Track 14 "One And The Same (Coda) ).
If you had looked on Discogs alone, then you would think now that the instrumental song was released first. One could also argue that allmusic.com is wrong, and there is no entry of the instrumental song at all.
In my opinion, however, the title "New Mix" already speaks against it. - The original you are looking for is, as I think, "One And The Same (Coda)".
One question I can answer for sure though, the question "was the hen or the egg first?" - Of course the hen!
