Not sure if you're still active on the site, but I have found an archive of RockX's page on mp3.com: https://web.archive.org/web/20000616024738/http://artists.mp3s.com/artists/39/rockx.html
According to the artist info, RockX's real name is Philipp Graf, and he mentions himself as a "One man home-studio-recording show". In my opinion, this is concrete evidence that the metadata in the file is correct, and disproves all of the other theories listed in the sample's comments.
Also, on the webpage it appears that he made 3 other songs as well, titled "Thanks", "Lepolet" and "The Sign Of Love", although I am unsure if the audio files for these songs survived the mp3.com shutdown.

I might be wrong, but there's also a chance that the Metadata could be nothing related to the actual name & artist.
Just throwing that out there.

Well, that's kind of what I said in the description of my sample. The title & artist that was in the metadata.
In my opinion, RockX to me sounds like either a band or radio station.

According to the file metadata, it was hosted on mp3.com, a now defunct service that is now just some random blog website. I checked the link on the Wayback Machine and there were no archives of the link, so I'm guessing this track came from a niche artist that didn't really take off.
What was the original file name? And where did you find this track?

It's an instrumental only, but I feel like the insturmental was composed in a way where there should be lyrics (how most of the song has a repetitive sample)
