WKTU in New York is a Rhythmic Contemporary station that's been around since 1996. The station has been pitched in the PAL tone in the past according to older recordings.
My guess is that this song is from the mid to late 90s (specifically 1996 to 1999), since this style of house music like this was popular around that time. Club 69's "Much Better" is very reminiscent of SMMC.
Don't know if this helps, but hopefully it'll get things going in another direction not previously considered. Dunno if contacting WKTU would help but it wouldn't hurt. I'll try to scout more Rhythmic Contemporary stations that were around at the time to come up with a list of possible stations. -
