I'm thinking it could be from a new years album. For example I found this one: https://fr.shopping.rakuten.com/offer/buy/71020/Collectif-C-est-La-Fete-Special-Reveillon-De-L-an-2000-CD-Album.html
There's an "exclusive" song by a band that seemingly doesn't really exist outside of this, and it's about the year 2000.

Can't find it though. Only way to find out if it's the one would be to buy it, and there's probably a lot of albums like this one. So it's hard to say if it's that much of a lead.
