which country was it? If it is from the former Eastern bloc, there is slight possibility of it being Russian romance "The Evening Bell", at very least first four notes sound very similar. A tempo more similar to given was used in ending middle parts in some of the recognizable arrangements, including the one I used to play in the orchestra:
