"I've just listened to "wish you were here" Pink Floyd's album but didn't find something close to that snippet. Also I tried Jean Michel Jarre - Rendez-vous (also no success). I'm going to try Pink Floyd's albums "the final cut" and "animals".
I remembered that snippet was quite familiar to me, maybe I heard it a long time ago on "Hermitage" 90.1 FM radio in Saint-Petersburg (Russia)It reminds me of some Pink Floyd album (wish you were here) -
