Found some places where you can actually buy the mixtape, including https://media-mania-of-stockbridge.myshopify.com/products/various-club-cutz-2-cd-comp-club-nm-or-m which looks like a legit music store in Georgia USA. (There are some more sketchy places where you can create an account and download it, but don't really want to risk that right now on my computer :p)
Date, style, name match up, some of the other songs on the tape can be found on YouTube but strangely can't find information about this artist. But if this turns into a dead end this sounds to me like a promising lead which you could try." -
