[If I heard this part correctly and interpret it correctly, it might say]: everyone knows what institution gets you a job
Let the employment agency manage you
Stay idle [i.e. don't get anywhere in life] or ....
This sounds like it's either a PR attempt by the official German government employment agency or, more likely, a sarcastic take on that organization.
I haven't been able to find anything with these lyrics so far, though, unfortunately. I'm pretty positive about the lyrics that are not in brackets, though.
