"Had a glance through their albums - Pretty sure this isn't the band we're looking for as their sound is quite different.

The more I listen to this song, the more I think it's a song by Neil Halstead - The last thing he made with Slowdive before 2005 was Pygmalion, which imo is the closest sound to this song (particularly the opener 'Rutti'). That album released in 1995 - After that he worked on solo stuff. I believe this song could be something he made between that period (1995 - 2005).

I also have a question for the OP - Are you 100% sure this is the full recording? It starts in a very strange way, like it's incomplete, and the scratching sounds throughout are quite odd.
Also, do you remember what song/types of songs you were trying to download when this song came up instead?

I also thought I would add, that this band was pretty popular in indie punk-rock in the 1990's and early 2000's, so the time period checks out. i am not making any promises that this could be it with 100% certainty because I am still searching for the actual song, just thought I would open the search to more people.
