SimonlePlot commented 5min ago"It doesn't have that, Discogs mentions that a Jimenez Fondevilla made this song, he's the alias of Philippe Besombes, he's an electronic music producer who started in the late 70s, comparing that does not seem to resemble the song we are looking for, moreover the instrumental is quite poor, then I would not see why this song would be in this compilation, it is not at all festive for a New Year's Eve especially seeing the preceding songs the album.

There's an "exclusive" song by a band that seemingly doesn't really exist outside of this, and it's about the year 2000.Can't find it though. Only way to find out if it's the one would be to buy it, and there's probably a lot of albums like this one. So it's hard to say if it's that much of a lead.
