[If I heard this part correctly and interpret it correctly, it might say]: everyone knows what institution gets you a job
Let the employment agency manage you
Stay idle [i.e. don't get anywhere in life] or ....

This sounds like it's either a PR attempt by the official German government employment agency or, more likely, a sarcastic take on that organization.

I haven't been able to find anything with these lyrics so far, though, unfortunately. I'm pretty positive about the lyrics that are not in brackets, though."

"Could it be a demo that made the cut? I know it happened many times especially at Discomagic Records (true fact) or maybe, more probably, Roo Teely is a project name and several different people worked on the song preferring not to reveal their identities? 😨

2 other problems are: 
-The  two authors  accreditated compear only in this release ( E. Giannini, R. Teely*) (so It's a warning sign)
-How could it be arranged, mixed and producted by the same person ? It would be a super strange case in italo disco.
