  At first the beat reminds me Meat Loaf/Celine Dion "It's All Coming Back to Me Now" in some way, but the lyrics don't match, but I'm pretty sure I heard it before.

  I'm trying to guess the voice too, but nothing is clicking 100%. Sounds like an older man voice and from the 1990s-2000s era.
