Apparently, it's YT-reuploading'2011 of an even much older track, wandering around the Internet since the days of the "turtle" ADSL (Therefore, the audio bitrate's only 48 kbps)
Sadly, this matter of accurate identification looks like a lost cause. If it hasn't yet been identified until now in this 20+ years, the chances of success will melt away more and more every year.. Unfortunately, this world's still full of frustrations...)

Which is likely the original upload being 2011, the mixer is probably just using the same said rip and making up a name since they're unable to provide any proof beyond: "that's because no one has it to upload" - pretty selfish...

And, however, it's hard to judge the actual quality of the material that this DJ used for his mixing. 'Cause it's well known that the volume of any video content uploaded to YT's deliberately compressed for economy and for playability without "freezings". And the quality may decrease somewhat for this reason each time. Moreover, it's a logical decision about compression for such a ~1-hour megamix , which has an audio bitrate of only 48(!) Kbps this time.
You can ask DJ himself: where did he get the original track for mixing and can he provide any proofs?
And also I wonder: where exactly did you get this sample and the track itself? :)
