I heard this song in conjunction with the song Robert Blake aka/ "Dr. Bob" (The Music Doctor) - Opening. It was probably part of some music video software library around 2005: Pinnacle Studio.

Basically, this is not even a real song but a royalty-free sample which among other like samples was and probably still is bundled with Pinnacle Studio application ever since the first version saw the light. This was never released on album as a single etc, but was produced specifically for SmartSound Software Inc with whom Pinancle/Avid is partners. It's made specifically for use with video editing software such as Pinnacle Studio or SmartSound's Sonicfire Pro, namely for adding and fitting backgroud music to videos length-wise. These samples are so structured they can be made into seamless and time-accurate loops, which give an impression of a real instrumental track. Meanwhile, each and every sample like that is only about 2 minutes long.
