Now, there is a single called "Violin" released by one of the people listed as authors, Rose-Marie Gröning, under the name Rosa, in 1978. I can't find the song on the internet, but I doubt that's the one we're looking for, considering that the B side has a Swedish title, and is probably also the same song Siv Inger has on her album.

It's also possible that neither of the two is the original. Including the possibility of the instrumental being a traditional gypsy song, written by an anonymous author, with lyrics in different languages being sung over it. The music, as well as the theme (playing violin on the street in winter), would fit this.

So, I found something interesting (while I wasn't even looking for the song). Unfortunately, it seems to be a dead end.

It's definitely related, but I don't know which version came first, the English or the Swedish one. The Swedish album was released in 1977. OP's post says it's an '80s song, but this wouldn't be the first time someone was wrong about it. I don't think that the English song sounds any newer, than the Swedish one. Discogs page for the album lists two Swedish names as authors, but they might be just the authors of the Swedish lyrics. And, this is also written on the Discogs page: "Swedish and international songs sung in Swedish", which makes it sound like it's a cover, IMO.

The accent could also be Hungarian (particularly the "e"s), but I might be just imagining it because of the music. Her English would be better than most Hungarian speakers', then.
I'm still leaning towards inspiration, rather than this being the actual origin of the song, but I thought I'd mention it, in case some potential lead pointing in that direction comes up.
I hope we'll get a longer sample.
