It could be from the 90s but not from the 00s because the file itself is from 1999 (date in the filesystem). To me it sounds typical 80s but I'm not an expert.

Oh, thank you very much for the lyrics! I think not being able to understand them was going the biggest frustration for me (it remind me how hard were sometimes listening exercises in English classes in high school, haha). In the past I had success searching lyrics but it seems this isn't the case here indeed. So now I think this song probably isn't going to be identified, but it's OK, I'm not obsessed with it or something like that. To me it sounded like a typical popular 80s song and I was curious. I insist on the 80s because, in particular, the clap like sound on 3rd second remind me of two mid 80s songs: Billy Idol's "Eyes Without a Face" and John Farnham's "You're the Voice". Anyway, thanks again.

it's a very commercial sounding song, so my guess it's a song from spain or elsewhere that was a small hit or a song that was played but never got any chart action. idk what your connections are but try asking some radio DJs from spain who wouldve worked in the 80s or 90s, especially if their station played songs that weren't just the huge hits.

THIS IS BIG!! So we now know that the song might have been played by MTV or some other music video channel. As OP stated in another comment, he may have recorded this while learning how to capture digital audio in 1999, and honestly this makes much more sense now: the recording sounds exactly like a computer microphone pointed at a speaker. But there's a catch: not only could be this a song that played on MTV/some other channel, but rather just an ad/commercial, which could make the search way more difficult...

What BPM is the song supposed to be? The clip the real OG carl posted was 124 BPM but isn't that a kind of weird tempo? I tried slowing it down a little bit to 120 BPM which seems like a much more "normal" tempo but i dont know if it's really that. Because what if it was supposed to be 124 BPM? Or what if, because this was recorded off of a TV, the station that broadcasted this song had to speed it up to fit a certain broadcast time? I compared this in an audio program and the newer recording seems to have less information than the "original" so it could as well be an edited version of the older one.
This "new" sample seems to be detuned around 1 semitone and 17 cents and lacks the top (mostly the noise) of the original. All the background noises seem to be present in both versions. I think it's just a bad edit.

I did a version comparing both (the original on the left channel new on the right) in case anybody would want that.

THIS IS BIG!! So we now know that the song might have been played by MTV or some other music video channel. As OP stated in another comment, he may have recorded this while learning how to capture digital audio in 1999, and honestly this makes much more sense now: the recording sounds exactly like a computer microphone pointed at a speaker. But there's a catch: not only could be this a song that played on MTV/some other channel, but rather just an ad/commercial, which could make the search way more difficult...

this is not from a cassette, definitely a recording off TV (not a VHS or anything playing in an NTSC country) as it contains a 15.734 kHz pilot tone only present in MTS broadcasts exclusive to a selected few countries https://en.wikipedia.org/wiki/Multichannel_Television_Sound

correction you must precisely measure if its a 15734 Hz broad cast TV MTS pilot tone or a 15750 Hz frequency as was used to drive the high voltage, flyback coil, & horizontal deflection in EVERY CRT based tv set in most homes after 1950 & many monitors till the 2000's

When I first considered the possibilty of the song not being in english, the first language that came to mind after hearing the song again was japanese, I'm not japanese, but please if you are or know anyone that is (or if you speak japanese) confirm if there is a possibily that the lyrics are japanese.

And to add,
my American friend was in a VC with me and he said he recognized that song from some sort of TV Commerical in the States but doesn't remember what,
but he also claimed "it sounds like Michael Jackson" which is another potential lead?

I guess it's possible to fake a file's creation date, but given the date, the TV frequency mentioned earlier, the quality of the track compared to AI's capabilities when this post was made, and Carl's disinterest in the song soon after, it seems very unlikely he would have taken the effort to fake it.

Btw how did you find the original file? I can't see a download link.

But it's probably not the right date since the "last-modified" header is not very accurate (probably why the time is exactly 3:00:00 gmt) and is apparently used as a fallback mechanism... and rn I found the exact date and time on the other sample that dei93 posted and afaik is definitely not connected to this. so I think it's a wrong lead :(

There used to be a program in a channel called VH1 Classic Europe which is owned by MTV https://en.wikipedia.org/wiki/VH1_Classic_(European_TV_channel)

The program was called The 80s Alternative which basically showed alternative and obscure videos from the 80s, Theres also the same exact program but for 90s called The 90s Alternative

I asked on a reddit (r/everyoneknowsthat) about this ZiggoGo.tv as well as this VH1 Classic channel, Basically Ziggo is a broadcasting service thats popular in the Netherlands and ZiggoGo is basically the streaming service instead of an archive of MTV like I hoped.

It seems like this Alternative show wasnt that popular and didn't do that well which caused it to be discontinued (or there is a very rare chance that they literally ran out of obscure music videos which i highly doubt)

MTV used to archive like r325ecord told but they seemed to have removed literally everything including VH1 Classic shows, which I know were archived due to the official website that was there during its existance now redirects to (mtv.com/shows/vh1) something like that.

There is still hope that MTV still has archives, maybe we could email them about it idk?

BIG UPDATE:
Okay some more info, u/fusionaddict told on the lost media subreddit that the 80s/90s Alternative is a programming block instead of a program which was a mistake on my part.

The program which we should look for is instead Music videos from the 1990s and Music videos from the1980s.

Which i'll be checking archives for. i'll also be updating the mistakes i've made in my posts.

I'm starting to doubt that ETK is on this though, but we'll see most archives on the Internet Archive only have about 100 - 1000 views. So yeah maybe we could found it.

There used to be a program in a channel called VH1 Classic Europe which is owned by MTV https://en.wikipedia.org/wiki/VH1_Classic_(European_TV_channel)

The program was called The 80s Alternative which basically showed alternative and obscure videos from the 80s, Theres also the same exact program but for 90s called The 90s Alternative

I asked on a reddit (r/everyoneknowsthat) about this ZiggoGo.tv as well as this VH1 Classic channel, Basically Ziggo is a broadcasting service thats popular in the Netherlands and ZiggoGo is basically the streaming service instead of an archive of MTV like I hoped.

It seems like this Alternative show wasnt that popular and didn't do that well which caused it to be discontinued (or there is a very rare chance that they literally ran out of obscure music videos which i highly doubt)

MTV used to archive like r325ecord told but they seemed to have removed literally everything including VH1 Classic shows, which I know were archived due to the official website that was there during its existance now redirects to (mtv.com/shows/vh1) something like that.

There is still hope that MTV still has archives, maybe we could email them about it idk?

I would like to debunk this, The CSI file has nothing to do with the MP4 file and this is based on random files (probably from googles cdn)

There was another one as well with some JS file which is for Google Analytics and has nothing to do with ETK.

Final note, I'm 99.99% sure WatZatSong removes all metadata from music uploaded, so upload dates, the os it was taken in, anything like that etc. So I dont think we can really find the upload date on this thing unless we find another way or he has uploaded it on some other platform.

(Yes, Vocaroo also removes metadata i've checked)

I am in MS Edge, press F12, go to Network tab on top, then click on a file starting csi?v (any of them), search for dates in a tab Headers under Response Headers.
"date:" is date when you accesed the recording,
"expires:" Fri, 01 Jan 1990 (i dont know, probably default date),
"last-modified:" says Wed, 21 Jan 2004 19:51:30 GTM
Your discovery is probably a more usable one, but now it's aparent that the date Carl92 found was this default "1st January '99 @ 0:00:00" date.

I looked at 2 playlists of Barbie ads from the 90s and 80s and one selection of Barbie ads from the 90s and did not find a similar song. Just wanted to check this out because some people have said that they supposedly heard this track from barbie phones and supposedly heard this track on nostalgic sounds compilations. To be fair, there are some videos hidden in these playlists, for example, 57 videos are hidden in the 90s playlist. In some I met a similar timbre in male vocals, but I think that this is not the right vocalist. To me the inferior motives one they put doesnt sound the same, on this clip the bass is more dominant and compare the bassline to the swofford one the voice sounds diffrent aswell cause on this clip hes hitting the notes at a steady pitch but on the other his voice doesnt match and i zoomed in to measure were the notes hit and theres some delay.

i don't know if anyone already pointed it out but this sounds a lot like a song made for a commercial, it's a very high chance this is all we can get. sounds like a song for a soda commercial or something, also in the background i don't know if it's just crunching from bad quality but it sounds like somethings pouring (i think it's a soda commercial) this just sounds like the type of song that can get looped easily because usually commercial songs wouldn't really have a full sounding song to them i don't know if this makes sense though lol, my mistake if u have already debunked this as false

Ulterior motive and "Carrying on his shoe" (which i think it sounds like) are both chinese idioms.

a lot have mentioned the singer sounding somewhat foreign, which could infer that they could be of chinese descent.

We know the song is in english, but this could help us locate the artist easier knowing their ethnicity.

Also it makes more sense to me that someone would maybe carry on a show in the sky as in maybe its about a person loosing someone in there life. I havn't thought to deeply but maybe its about a singer (everyone knows it) but it could just been the person who possibly passed away people who knew them knows it (knows that they passed) etc. Maybe me thinking the lyrics is this and there kinda a genre of a loved one maybe passing away, it could help find what we are looking for with a different perspective.

I don't think guessing the lyrics will help find the song. Even if we knew the correct lyrics, they're most likely not on the internet, or at least not indexed by google. The best chance, in my opinion, is probably finding or guessing the original TV network, station, show or advertising company it was from and either extensively trawl through their archives or contact them directly.

First of all, it is a British series that started on September 22, 2008, while this song is from 1982 to 1999, Second of all, this DVD copy file was from 1999, 9 years before Chuggington started to air in the Britain areas, and it began in Britain, so it would be impossible for it to be Chuggington Japanese version

If you aren't sure, could you possibly ask a family member what you would often watch? This song may have a mixture of English and Japanese. In other words some of the assumed English lyrics might actually be Japanese phrases. Listening closely I think the first two lines of lyrics actually are:

hikari nori hi in the sky ("sun that rides the light in the sky")
kouten wo oblige ("oblige the fair weather")

The word "kouten" coincidentally translates to "fair weather" or less commonly "stormy weather", this seems correct because it matches thematically with the first line likely being about a sun in the sky.

It might be worth asking about this song on a Japanese forum. A fluent speaker would be able to correctly transcribe more of the song, and with coherent lyrics we'll be that much closer to identifying it.

Every vocal isolated version I've heard sounds a lot more like "you've got" while the normal clip sounds a bit more "she's got". Either instrumentation is adding a sh sound to quiet vocals at the exact right time or the software that isolated it is removing too much. I've heard several different attempts at the isolation so I'm skeptical of the latter.

FWIW, I originally thought it was "she's got" but I'm leaning on "you've got" now. I think "you've got" fits the perspective of "tell me the truth" as a song between singer and listner, rather than a song about a third party (she). "Tell us the truth" or "Tell them the truth" (ie, "everyone") is what I might write, in that case.

Not that any of this matters. 🐴

Basically instead of
"your carrying all the sheeps in the sky"
the search took it as
"your", "carrying", "all", "the", "sheeps", "in", "the", "sky"
and checks if each word was contained in the website which could be why a lyrics website came up (again im not 100% but this most likely whats going on)

Again this is mostly a theory but from my tests i've done this seems like the case and im 99% sure theres other factors going into the result thats given to you but this seems like one of them or it could be something else thats bugging the search up (mostly due to the huge amount of data they have it would take ages to look through everything they could be taking shortcuts or is doing something thats less hard on their servers).

Its heavily common for Internet Archive search to literally have nothing about what your talking about again due to the sheer amount of archives on there.

It might be true. If it isn't the chorus, then the original title might not be related to the actual chorus. But if the "You're counting all the shapes in the sky" ...and so on part IS the chorus then it might be "World of lies."

Has anyone recommended looking through underscore/film tracks? There is a huge amount of hard-to-find things from old underscore companies like Match Music or Killer Tracks or even Firstcom. Just a recommendation at least. There could be some companies localized with the region that believe this song to have been released in based by the accent of the singer.

Idk if this had been said here but there's some theory that this is an unreleased demo by a duo called Savage Garden. I have messaged the lead and hope to see if he can confirm it.
Another theory is that it is a scrapped song for 1992 movie titled 'Ulterior Motives' which apparently had a Japanese songwriting team writing a soundtrack for the movie, which would fit the theory of this being in a similar realm to Japanese City pop.
