Maybe the song has never been published but I'd assume IF, it's been around 2001. It sounds a little like 'Bif Naked' but if so the lyrics should show up... :(

Another approach might be the accent of the singer. To me it seems that she might have one. I don't know too much about this but a native canadian/british etc. speaker might narrow it down. (I'm assuming as the show was canadian/british) It might help to find the band/ performer...

Since the Antianeirai episode got released in 2002 I have checked all pre 2002 stuff by bands Garbage, Hole, Alanis Morissette, Republica and Poe - since these seem to have very similar style. Sadly there were no matches...

From the clean segments I understood following lyrics - which can be off a bit:
