Thats what i assume aswell. This song was a very popular song to cover during the time it came out and even still is to this day just in different forms.
It sounds like she could be saying something like "Amar" or "Amor" which means love in Portugese. It also seems like she could be saying both because the way she says the word is slighty different each time. Just posted the link to the video on a brazillian music reddit, hopefully someone there knows something!
"It's very likely that this song is either a remix or a song heavily inspired by Lovers & Friends directly, I've overlayed the original by Lil Jon and the version heard in this clip and the instrumental is very similar as well as the delivering of the lyrics, though the lyrics themselves sound very different, I couldn't hear any words in particular, but from what I managed to hear is that when the original song says "That we'll be lovers and friends", the version used in the clip sounds just vaguely similar until the "lover and friends" part, and it ends with something that has an "o" sound.
My best guess is that this song really is a "brazilian funk version" of Lovers & Friends, as it's very common for funk songs to be extremely sample heavy by either remaking instrumentals or reusing them entirely, it's also common for funk songs to have the same cadence of speak as the songs they are sampling. Though I haven't found the full song of it, I'm certain I could stumble upon it if I search hard enough, it's probably hiding in old funk playlists from around 2006-2012.
Update!! The song i was thinking about was NOT Can't Raise a Man, it was Roll In Peace by Layton Greene, but that song samples Lovers & Friends by Lil Jon ft Usher and Ludacris, which was released in 2004. We could try searching for Brazillian radio archives or music charts from 2010 and before. -

We keep searching on youtube even though I had to watch Katy Perry's extra cheese on her head a billion times today (commercials).
Applause can be heard at the end of Rotaru's video, which was edited out. This is the only clue for me so far.
Most of her songs, even the oldest ones, are easy to find on Youtube. I don't think they just forgot about that one recording. Maybe it wasn't her original recording, but just sung live.

We had the same problem with her as with Rotaru: the songs they sang not in Russian were listed on Discogs with Russian titles only. (With Rotaru there is still the exception that her CD with Ukrainian folk songs is not listed in Russian at all).
At least for now, this should now be the original. What do you think?

But that doesn't matter now, because Amatieris has already released the matching video! (At the moment, if someone else doesn't come up with an even older video by another singer! - In the comments to this video, one actually said that there is also a Russian version of it.) The original was mistakenly titled "Само ты" (not Amatieri's fault) - you won't find a song by Rotaru with this title on Discogs (at least not in Russian). And this song is sung 100 percent in Serbian (Just me wasn't sure - what do I know!).
I suggest (like Amatieris already did) that this song, most likely "Samo Ti", is simply not listed on Discogs.
But if I were a pedant, and I am, I would already look further, because Korać has already died. Probably only he could tell us when the song was written (and by whom).😃
Rotaru's video only has 22,000 views (so far) but is the better version for me.

Rotaru is a Russian-Ukrainian singer of Moldovan descent. And she sings in all languages (Russian, Ukrainian, Moldovan, etc.)
But you were right with your video suggestion! You just gave the wrong title in the wrong language. And in the video does she sing in which language? Moldovan? - All you have to do now is find this song called "Samo Ti" at Discogs - but in the right language! It's easy, isn't it?
