In the meantime I believe it's from one of the composers from the 18th century (Mozart, Beethoven etc.). Last Friday it was played in the German quiz-show "Wer weiß denn sowas" as background music to the answer of a question about philosophers Hegel and Schlegel and poet Hoelderlin in the years 1790-1793. So I do not think, Leroy Anderson composed it; he might have played it.

I have a feeling we're talking about different songs - the song that was played in the answer thing was probably called Minuet (i'm not sure who the composer was) It sounds different from the song that you uploaded to this website...
