Thankyou for your kind contribution, which I only just saw today - as I was literally offline for months.
While the piece remains unidentified, one of the best things about this mystery is that the search has introduced me to so much other music that I have enjoyed. Your highlighting of the Ratatouille score is the latest example of that. That main theme is a gorgeous waltz and it does share a style and mood with the mystery music. I see the score was Oscar nominated and won a Grammy. The film is now high on my watchlist :)
Given that the source video had no credits at all, let alone a composer name, I think your comment about stock music / royalty-free music (a.k.a. library music) could well be correct. Might that explain why Shazam, for example, seems unable to match it?
Now I'm here, to add a little to leads discussed back in 2020:
(1) Unsurprizingly, I never did hear back from the administrators of the website I joined briefly, so that lead is cold.
(2) A member of John Williams fan forum jwfan.com was adamant that the piece is not by Williams, but thought it reminiscent of the style of Alexandre Desplat. However, no particular piece was suggested.

The piece was used as the opening background music in an online video that is NSFW, which I should not link to here. There were no credits (although I think the actors on screen are Russian), so I actually paid to join the site it came from, purely so I could download a high quality copy of the audio to post here. I also asked site support for the name of the music, but have not yet received a reply. As they say, I'm not holding my breath on that.
The only definite thing is that the video was published on 20160309. The music performance sounded professional to me, so I presumed it came from a commercial release issued before that date.

I don't know if Williams be quoting/recycling from another of his compositions despite such practice is not uncommon among Hollywood-business Musicians as we can often see on Hans Zimmer works.
I really appreciate if you could send more (meta-)information on your sample such as: when and where you got it, which format, metainfo of the file (if any) and so on. Such info could help us to track the sample perhaps to a, let's say, amateur performance, music school practicing, leisure environmental music or whatever...

not "The Fountain Scene" (which has it at 2 min 45 seconds). My apologies for the confusion.
We still need to know if Williams used this phrase in a different score which matches my sample more closely.

I think the musical phrase you suggest is most easily accessed as the 1st 9 notes of the melody right at the beginning of "The Fountain Scene" in the link you gave.
On hearing this phrase in the various pieces I almost expect the rest of the melody to continue as in my sample, but of course it doesn't. It seems more like the sample is a rhapsody on a theme of John Williams adding a further melody of its own and the waltz metre.
Might Williams be quoting/recycling from another of his compostions; is it ever known for him to do that?
Oddly enough, when I was brainstorming connotations the sample had for me, in a desperate search for leads, I did write "Tom Hanks film?" because it has that mood.
I won't confirm this yet, because the actual track must be out there somewhere, but thanks again for the lead, I really appreciate it.
