I think I found a good lead for this. I was looking through copyright entries for anything with "Knew It In A Heartbeat" and it came back with one result; A song written by Lenny Macaluso.

From what I could find, Lenny is a composer from Philadelphia who wrote a lot of music for 1980s shows & movies https://www.imdb.com/name/nm0531213/

He may not be the one singing, but it could have been written for a band of some sort for a movie?

I haven't been able to find any results online, but I think it's a promising lead.

I'd be very skeptical of the guy that said that. While the voice is similar, it doesn't sound like Huey Lewis to me. He has sort of raspiness to his voice that this guy doesn't have.

There is a slight accent, but there are no words I can hear that suggest he is not English. I'd say either UK or US.
