"Definitely sounds québécois.
I guess the lyrics are "c'est comme la drogue, c'est comme un dogme, but c'est du... But c'est du rock"
Which makes for a weird mix of french with the english "but", however it still seems to me it could be that, since they pronounce the word "rock" with an exaggerated english accent.

I'm a sucker for 90s Techno! From what i can tell, english is not this singers, first language. Which would make this be an "Europop" song.
These are the lyrics from what i hear:
You gave me from the moon,
You gave me from the stars,
You gave me from the sun,
Inside my heart!
The silence broken for you,
when you came to me,
In the night, make me feel
the day with your love!
You are person of heaven,
(You're my lil' god)
you are person of heaven,
(You're my great love) - 4x
