This is the original post, and there just isn't many comments at all, but the question of who the singer is has now been posed and is awaiting answer!

OK, so, I thought she was saying "I don't believe in *Daiwa,*" which is actually not a unique brand name (it's kinda like an American brand having "Western" in it) and my first thought was it was a brand called Daiwa nail whatever that was taking the same sort of pitch as I Can't Believe It's Not Butter. But she's saying she doesn't believe (what the other person said on the) *phone.* Thanks for the video because that changes everything there.
I will call that debunked, but it's definitely a song composed or changed for Shiseidou's Love In (Colour) line. Still probably a popular singer of the late '60s or early'70s (clearly when the CM was made), as there's a mini-fandom retrospectively around Shiseido CMs for having famous singers of the time the CMs were made.
It looks like in the 60s, they were still making jingles that felt like pop songs of the time, and they switched definitely before I remember, but actually probably about the *mid* '70s
The CM is late '60s/early'70s. (Side note Japan was the cheap manufacturer for US of the time, so we got influenced by the American designs of things our people were putting together in the factories; not a "ten years late" thing--that was limited both ways to TV and film licensing and dubbing difficulties)
Anyway, so I've narrowed it down to there. and I'll flip through more of the Shiseidou Love In (Colour) CMs later and at least get the singer for you. Unfortunately, I don't know'60s singers off the top of my head like I do late '70s through early'90s.
